Reshaping Governance Power:The Practical Logic of the Transformation of Collective Economic Development into Rural Governance Efficacy Based on the Analysis of Village W in Western Sichuan

Abstract
The transformation of collective economic development into governance efficacy consti-tutes a critical proposition for modernizing grassroots governance.While existing studies recognize the governance benefits of collective economies,their practical logic and internal mechanisms remain under-explored.Drawing on a case study of collective economy and village governance in Village W,Western Sichuan,and integrating rural governance authority theory,this paper constructs an analytical framework of"Resource Restructuring-Actor Activation-Rule Reconstruction"to elucidate how collective econo-mies enhance village governance efficacy.The findings reveal that governance effects arising from col-lective economic growth stem from the systemic reshaping of village governance authority,manifested in three dimensions:(1)Resource restructuring:rebuilding interest linkages through leading collective eco-nomic development and resource allocation;(2)Actor activation:stimulating multi-actor collaboration via designed governance scenarios;(3)Rule reconstruction:reshaping governance rules by establishing village reward-punishment systems and refining democratic mechanisms.The core mechanism lies in re-source-enabled empowerment that strengthens village autonomy.This activates governance authority in resource allocation and practice,coordinates interests among multiple actors,and simultaneously fosters rule recognition and public goods generation.Essentially,the synergistic evolution between collective e-conomy and governance efficacy reflects an institutional coupling of political and economic logics,provi-ding a transferable model for converting economic development into governance enhancement.关键词
