China-EU Hydrogen Energy Competition and Cooperation and China's Response

Abstract
Both China and European Union regard hydrogen as their green transition priority.Recently the competition and cooperation on hydrogen energy between China and EU have these following features:on the one hand,Chinese"catching up"has led to emergence of competition and caused concerns for the EU.On the other hand,the potential for hydrogen energy cooperation has not been fully realized due to common issues such as shortcomings in regulatory systems,insufficient investment in infrastructure,low public awareness of hydrogen energy safety,and the tendency of the European side to generalize security issues and to politicize energy issues.There are three potential hazards of insufficient cooperation:hindering the development and green transformation of their respective industries,bringing negative impacts to China-EU green development cooperation and even bilateral relations,delaying the global response to climate change,and damaging the responsibility of China and EU as major powers.Guiding the benign competition and cooperation of hydrogen energy between China and EU is feasible:there is a prospect of mutual benefit and win-win in both industries;and through hydrogen energy,it is expected to consolidate the China-EU green partnership;the joint promotion of global hydrogen energy development by China and Europe has an external foundation.Suggestions include opposing the politicization of energy issues,strengthening hydrogen energy elements in high-level dialogues,persuading the leading member states to cooperate,paying attention to European new trends and accumulating Chinese own advantages,carrying out trilateral cooperation,and building hydrogen energy leadership to weaken the confrontational points between the two sides and form a solid foundation for cooperation.This move is not only beneficial for strengthening the China-EU green partnership,but also promotes both sides to work together to help the world address climate change.关键词
