Abstract
Enhancing the functional integration of urban-rural community micro-governance units forms the foundational framework for improving national governance efficiency.As diversified uncer-tainties and risks become increasingly prominent worldwide,resilient communities have garnered grow-ing attention both domestically and internationally.Currently,China is establishing a risk-resilient com-munity system,with enhanced disaster resistance,upgraded infrastructure protection,and initial suc-cess in co-construction and co-governance models.However,challenges remain in organizational mobi-lization,resource integration,low resident participation,and improved prevention and control effec-tiveness.This study explores optimization pathways for resilient community practices through three key dimensions:organizational systems,social interactions,and governance efficacy.To modernize com-munity governance and promote resilient development at the grassroots level,it is essential to advance effective and sustainable community governance through Party-led grassroots initiatives,localized re-search on resilience theories,community education programs,and enhanced resident participation.关键词
