创新扩散视域下低空经济赋能公共安全风险治理的逻辑与路径
Logic and Pathways for Low-Altitude Economy Empowering Public Safety Risk Governance from the Perspective of Innovation Diffusion

Abstract
Public safety risk governance constitutes an essential component in fortifying the public safety system.Leveraging its technological and equipment advantages,the low-altitude economy industrial chain is emerging as a pivotal novel tool for public safety risk governance.Grounded in Innovation Diffusion Theory,this study innovatively constructs a tripartite"Technology-Policy-Applica-tion"(TPA)analytical framework to systematically elucidate the internal mechanisms through which the low-altitude economy empowers public safety risk governance,and further proposes pathways for its diffusion.The findings reveal that:(1)The TPA frame-work serves as an integrative structure capable of comprehensively and dynamically explaining the diffusion process of complex innova-tions like the low-altitude economy within the public safety domain;(2)The TPA framework exhibits synergistic mechanisms,whereby diffusion across technological,policy,and application layers—and their synergistic interactions—drive transformative advancements in the conceptualization,structure,technology,and methodologies of public safety risk governance;(3)Technological diffusion provides the material foundation for driving progress,policy diffusion acts as the institutional adjustment engine,and application diffusion func-tions as the experimental validation hub;these three elements form a synergistic closed loop.To effectively advance public safety risk governance in the new era,future efforts should focus on three diffusion pathways:upholding public safety as the fundamental purpose,establishing governance communities as the principal organizational principle,and pursuing comprehensive risk governance as the ideal paradigm.关键词
