A lifecycle-oriented governance framework for marine scientific data:GEOTRACES-China as a case study

Abstract
[Objective]In response to existing issues in marine scientific data,such as being multi-sourced and heterogeneous,varying quality,and low interoperability,we investigate a governance framework for marine scientific data.Our aim attempts to promote the open sharing and rights protection of marine scientific data,thus achieving sustainable development in data sharing.[Methods]In this study,abiding by international marine observation program standards,we integrate FAIR principles(findable,accessible,interoperable,reusable)and CARE principles(collective benefit,authority to control,responsibility,ethics)into marine scientific data governance throughout the entire lifecycle.[Results]A governance framework and implementation pathway were developed based on different stakeholders across the data entire lifecycle,thereby combining FAIR and CARE principles.This framework was applied to the GEOTRACES-China project,so that"zero"data request rejections and significantly increasing scientists'willingness to share and open data were achieved.[Conclusions]The proposed new framework not only promotes open and responsible data governance but also provides a valuable reference for developing internationally aligned governance systems in China.Moreover,it demonstrates the potential for broad applications in big data governance across other domains.关键词
