基于WTO通报数据的全球葡萄酒技术性贸易措施演变研究
Research on the evolution of global technical trade measures for wine based on WTO notification data

Abstract
Based on the notification data from the WTO's Technical Barriers to Trade Agreement(TBT Agreement)and the Agreement on the Application of Sanitary and Phytosanitary Measures(SPS Agreement),the evolution trend and structural characteristics of the global notifications of the World Trade Organization(WTO)related to wine from 1995 to 2025 were analyzed using time series analysis,structural statistics,and regional comparison methods,thereby providing references for domestic enterprises to cope with international rules.The result showed that the global wine notification volume had signifi-cantly increased year by year,with the reasons expanding from basic safety to diverse issues such as quality transparency,geographical indications,and sustainable certification.Regional measures showed differentiation features:Europe emphasized geographical indications,America had strong label transparency,Asia had strict import regulations,Africa had established safety standards,and Oceania promoted regional collaboration.China ranked among the top notification countries,gradually developing into a multidimensional framework encompassing safety,quality,and sustainability requirements,with continuously improving internationalization of measures.To enhance the global competitiveness and regulatory influence of the wine industry,China should strengthen international standard alignment,promote the integration of"Artificial Intelligence+",deepen regional cooperation,and improve corporate compliance capabilities.关键词
