城市地下空间应急管理体系和能力建设研究
Research on Emergency Management System and Capacity Building for Urban Underground Space
摘要
Abstract
As an indispensable part of the construction of a large security and emergency response framework,the construction of emergency management systems and capacity in urban underground space is an important pioneering topic for promoting sustainable urban development and national security and stability under the new security pattern.On the basis of exploring the progress of research on emergency management in urban underground space and the challenges in reality,we will design a research framework and logical thinking for strengthening the modernization of the national emergency management systems and capacity in urban underground space.The research on the construction of emergency management systems and capacity in urban underground space should start from the dual perspectives of normalized prevention and control and non-normalized emergency response,follow the logical chain of"disaster prevention-disaster mitigation-disaster relief",and comprehensively analyze the three core issues of safety risk assessment,safety risk prevention and control,and emergency response and rescue of urban underground space,and then systematically elaborate the path scheme of the construction of emergency management systems and capacity in urban underground space.关键词
