Abstract
This paper systematically interprets the new strategic positioning accorded to fisheries in the 2026 No.1 Central Document and presents an outlook for China's fisheries policies during the 15th Five-Year Plan period.The analysis of this year's No.1 Central Document reveals a paradigm shift in China's fisheries policy,with its core being the integrated balance of"development and security."It is imperative to firmly uphold the strategic baselines of production security,effective supply security,quality and safety of aquatic products,ecological security,and security in surrounding and international fisheries.Building upon these"Five Safeguards"as the cornerstone,the coordinated development of scientific and technological fisheries,green fisheries,recreational fisheries,quality-oriented fisheries,brand fisheries,and well-governed fisheries(collectively termed the"Six-Pillar Fisheries")will lead the comprehensive transformation and upgrading of the industry.Together,the"Five Safeguards"and"Six-Pillar Fisheries"constitute a Chinese-style modernization pathway.This pathway drives the leap of fisheries from a traditional production sector into a"modern mega-industry,"achieving synergistic progress with rural revitalization and the building of a strong maritime nation.The paper aims to provide an analytical framework and practical guidance for understanding the logic of fisheries policies in the new era and advancing the construction of a fisheries powerhouse.关键词
