Abstract
Amidst the escalating global climate change,China has actively participated in global climate governance,proposing and advancing the implementation of the"dual carbon"goals.However,due to the influence of international situations and geopolitics,there is considerable uncertainty surrounding global policies to address climate change.Based on data from coastal provinces of China from 2007 to 2022,this study employs fixed-effects models and moderating effect models to explore the impact of climate policy uncertainty on the high-quality development of the marine economy and its mechanisms.The study finds that climate policy uncertainty has a positive impact on the high-quality development of the marine economy.Mechanism analysis reveals that the growth options effect plays a dominant role in this relationship.Furthermore,enhancing green technological innovation and increasing marine-related fiscal subsidies can further amplify the positive impact of climate policy uncertainty on the high-quality development of the marine economy.Heterogeneity analysis shows that the effect of climate policy uncertainty on the high-quality development of the marine economy is more significant in regions that are not included in carbon emissions trading pilot programs and northern coastal provinces.Based on these findings,the paper recommends that risks related to climate policy uncertainty be properly managed,green innovation capacity be improved,policy support be strengthened,and the construction of a maritime power be advanced steadily and sustainably.关键词
