乡村振兴战略背景下乡镇政府角色定位研究
Study on the Role Orientation of Township and Village Government Under the Background of Rural Revitalization Strategy

Abstract
As the most fundamental unit of national governance,township and village governments serve as a pivotal nexus linking higher-level authorities with local communities.They play a decisive role in comprehensively advancing the rural revitalization strategy and bear primary re-sponsibility for its implementation.In practice,however,township governments face constraints stemming from both subjective and objective fac-tors,resulting in persistent functional challenges,including overreach,misalignment,and functional gaps,in discharging their duties.These short-comings,to a certain extent,impede the effective implementation of the rural revitalization strategy.Based on this,it is imperative to systemati-cally examine the current status and salient challenges confronting township governments in rural revitalization efforts.Specifically,township gov-ernments should be positioned to fulfill multiple,complementary roles:strategic leaders,forward-looking planners,diligent executors,capable builders,and responsive service providers.By refining and standardizing their functional positioning,their capacity to perform duties effectively can be significantly enhanced,thereby addressing the practical dilemmas they encounter in advancing rural revitalization.关键词
