The Equalization of Public Service Facilities in Small Towns under the Guidance of Policy Adaptation and Governance Innovation:A Comparative Case Study of Zhangjiawan and Yongledian Towns in Beijing

Abstract
Under the background of urbanization transitioning into a stock-based quality enhancement phase,the tension between policy uniformity and local heterogeneity has become increasingly prominent,making local governance innovation a critical factor influencing policy implementation effectiveness.Based on the aforementioned issues,this study conducts a comparative case study of Zhangjiawan Town and Yongledian Town in Tongzhou District,Beijing.It constructs an analytical framework of"policy system-implementation mechanism-multi-stakeholder collaboration"and utilizes Points of Interest(POI)data,functional mix degree,and spatial accessibility models to conduct quantitative and qualitative analyses of their public service allocation from 2013 to 2023.The findings reveal significant disparities in the effectiveness of equalization between the two towns under the same policy environment.Zhangjiawan Town,through systematic innovation characterized by"strategic leadership,resource integration,and social collaboration,"achieved synergistic optimization in both facility functionality and spatial distribution.In contrast,Yongledian Town,constrained by structural factors such as geographical location and developmental stage,adopted a model of"goal transmission,resource constraints,and basic security,"encountering certain challenges in advancing equalization.This study transcends the traditional"location-fiscal"determinism,demonstrating the pivotal role of grassroots governments as"institutional innovators,"and proposes that establishing a system of categorized empowerment and adaptive governance is essential for driving high-quality development in small towns.关键词
