数字治理中基层干部主体性流失的批判信息学审视与重塑路径
A Critical Informatics Examination of the Loss of Subjectivity of Grassroots Cadres in Digital Governance and Its Reconstruction Paths
摘要
Abstract
Based on the theoretical framework of critical informatics,this paper systematically examines the manifestations of subjectivity loss among grassroots cadres within the context of digital governance and proposes pathways to reconstruct subjectivity.While information technology empowers grassroots governance,it also carries the potential for"negative impact".The loss of subjectivity among grassroots cadres represents an important aspect of the"negative impact"associated with technology.Its primary manifestations include:technological hegemony erodes grassroots discretionary power,resulting in the collapse of autonomy;technological solidification gives rise to institu-tional rigidity,leading to the suppression of creativity;technological reliance weakens capacity enhancement,thereby causing the diminishment of self-reliance;technological rationality triggers emotional estrangement,culminating in a diminished sense of value.In response to the above issues,this research proposes pathways for reconstructing the subjectivity of grassroots cadres in digital governance:supervising the operation of technological power and promoting the matching of rights and responsibilities to revitalize autonomy;enhancing the adaptability of technical regulations and governance practices to unleash creativity through institutional agility;promoting self-awakening and capability development among individuals to bridge ability gaps and enhance self-reliance;reshaping the humanistic technolo-gy concept while fostering shared responsibility to restore a sense of value.关键词
