China's Real Economy Reform and Development over the Past 75 Years from the Perspective of the"Second Combination":The Historical Logic,Theoretical Foundations,and Practical Validation

Abstract
The Fourth Plenary Session of the 20th Central Committee of the Communist Party of China reiterated that"we should focus our efforts on the real economy in pursuing economic development".Throughout the global economic development process,developed countries in Europe and America often exhibit a tendency to gradually deviate from the real economy and pursue the rapid expansion of the virtual economy.Since the founding of New China,the Central Committee of the Communist Party of China has consistently placed great emphasis on the reform and development of the real economy.Why has China been able to maintain this focus on the real economy?The timely introduction of the"Second Combination"—the combina-tion of the basic tenets of Marxism with China's fine traditional culture—offers a new perspective for addressing this question.Based on the"Second Combination",this paper posits that China's emphasis on the reform and development of the real economy over the past 75 years is a concrete manifes-tation of the integration of the Marxist labor theory of value with the traditional Chinese policy of"emphasizing agriculture and restraining commerce".It further elaborates on the historical logic,theoretical foundation,and practical validation of this emphasis over the past 75 years.The historical logic demonstrates that,from the pitfalls of"mercantilism"to the prevail of the policy of"emphasizing agriculture and restraining commerce",pursuing the path of real economy development is an inevitable choice in China's historical development.The theoretical foundation reveals an inherent unity between the labor theory of value and the policy of"emphasizing agriculture and restraining commerce"in terms of value alignment.Practical validation shows that China has achieved peaceful rise by steadfastly focusing on industrialization.In summary,China's emphasis on the real economy is not only a modern form of the policy of"emphasizing agriculture and restraining commerce"but also an essential embodiment of the labor theory of value in practice.关键词
