天然气与新能源融合协同发展路径
A study on the collaborative integration pathways of natural gas and new energy
摘要
Abstract
The coordinated integration of natural gas and new energy has become a critical pathway for promoting energy transition,ensuring energy security,and facilitating low-carbon development.However,it faces multiple challenges including insufficient institutional coordination,imperfect market mechanisms,and inadequate infrastructure collaboration.On the other hand,it also sees opportunities,such as strong needs of flexible adjustment resources of new power system and new application scenarios due to national unified energy market and market system reforms,as well as integration power and zero-carbon and low-carbon industrial parks.This paper proposes a system-optimization-oriented development pathway characterized by"three integrations,two application scenarios,and one institutional framework"by taking system optimization as the goal,and complementarily facilitates institution and mechanism innovations in market mechanism coordination,infrastructure synergy upgrading,cross-departmental governance,and incentive systems.It suggests sticking to system perspective and synergetic concept as well as strengthening top-level design aligning market reforms with government guidance for balanced development,adopting regionally differentiated and multi-layered,classified development strategies,and proactively exploring low-carbon transition pathways such as"new energy+CCUS"to enhance the long-term compatibility of natural gas and new energy synergy.关键词
