Abstract
The economic viability of operational geothermal projects remains poor although local governments have gradually implemented or updated such policies as revenue from the transfer of geothermal resource mining rights,geothermal resource taxes,and heating prices in recent years.Based on a review of local government policies,an investigation of investment returns from geothermal projects,and simulation studies of typical project investment performance,the paper finds that future investments in geothermal projects should focus not only on the intrinsic endowment of geothermal resources,market expectations,and business models,but also on regional urbanization progress,heating price policies,relevant tax and fee levels,and preferential subsidy policies.The paper,when investing in geothermal projects,suggests to choose the appropriate operational business model based on local district heating price levels,pay close attention to local government fiscal and tax policies and carefully forecast future project returns,as well as identify the feasibility of revenue realization based on the level of urbanization in the project area.关键词
