摘要
Abstract
Based on a comparative study of the nuclear damage liability system in the Atomic Energy Law and the ecological environment damage compensation system,this paper systematically analyzes the similarities and differences between the two systems in terms of liability subject identification,liability assumption methods,compensation mechanisms,funding guarantees,and legislative approaches.The study proposes that,with"rule of law as the guiding principle,mechanism innovation,liability differentiation,and coordinated advancement"at its principle,a unified,efficient,sustainable,and comprehensive nuclear accident damage liability system can be established through the integrated legislative approach of"Nuclear Damage Liability Law+Ecological Environment Code".This framework could provide theoretical support and practical pathways for advancing China's ecological civilization construction and modernization of the ecological environment governance system.关键词
