农村宅基地盘活利用的多主体有效互动机制研究
Research on the Polycentric Governance Mechanism of the Revitalization and Utilization of Rural Homesteads Based on the Case Study of Typical Village in Jinjiang City

Abstract
With the promotion of rural revitalization strategy,the inefficient and idle status of existing homesteads restricts the rural development,and the revitalization and utilization of homesteads has be-come an important issue in rural governance.Based on the public pond resource attributes of homesteads,this paper applies the polycentric governance theory,the Institutional Analysis and Development(IAD)framework to construct a situational analysis framework to analyze the governance background,subject de-mands,subject strategies and governance effectiveness of the practice in Village A of Jinjiang City,and then extracts the polycentric governance mechanism of the revitalization and utilization of homesteads,and analyzes the behavior logic and interaction mechanism of the pluralistic subjects in the whole process of the revitalization and utilization of homesteads.The study shows that:(1)the revitalization and utiliza-tion of homesteads is a process in which multiple subjects,under the influence of the resource utilization dilemma,socio-economic conditions and the application rules,generate interests and demands,and a-dopt behavioral strategies according to their own roles and positions for interaction and feedback modifica-tion.(2)The revitalization and utilization of homesteads in Village A has formed a polycentric govern-ance structure that includes governmental governance,collective autonomous governance and corporate governance,and the multiple subjects carry out decentralized decision-making and benefit exchanges by means of a policy support mechanism,a benefit incentive mechanism,and a social embedding mecha-nism to form an effective interaction and a win-win situation for all parties.(3)The polycentric govern-ance of public pond resources in the Chinese context needs to adhere to the position of the government as a coordinator and guide,and realize the unity of the rights,responsibilities and interests of multiple sub-jects by means of empowerment and incentives and constraints to achieve a hierarchical polycentric gov-ernance pattern.Based on this,it is recommended to strengthen policy support,improve the organization-al system,empower the collective,and strengthen the whole process of supervision,so as to realize the multi-centered"good governance"pattern of the revitalization and utilization of homesteads.关键词
