Empowering farmers'income growth with national planning tools:goal evolution and future trends

Abstract
Based on national and provincial statistical data,this study employs trend analysis and comparative analysis methods to summarize the enabling mechanisms of China's five-year plans from the Sixth Five-Year Plan to the Fourteenth Five-Year Plan period in promoting farmers'income growth.It also examines the development foundation for and key challenges confronting the Fifteenth Five-Year Plan period.The results show that the growth rate of farmers'income has generally exceeded planning expectations,with income sources shifting from agricultural operations to diversified and synergistic drivers,and with the urban-rural income ratio steadily narrowed.However,the number of leading provinces in terms of income levels has decreased and become further concentrated in the eastern region.Different provinces exhibit distinct characteristics in the drivers of farmers'income growth,while absolute income gaps,both between urban and rural areas and within rural areas themselves,continue to widen.Accordingly,during the Fifteenth Five-Year Plan period,efforts should adhere to the common prosperity orientation,set growth targets on a scientific basis,implement regionally differentiated income support policies,deepen reforms in key areas,and refine the mechanisms for plan implementation and dynamic monitoring.关键词
