From"triple alienation"to"three-dimensional equilibrium":how should the project system effectively shape rural public cultural services?

Abstract
Based on the"control rights"theory,an analytical framework of"project setting-project allocation-project acceptance"is constructed.Taking the practice of the public cultural service project system in D town,T county,Anhui province as the empirical research field,this study comprehensively utilizes qualitative research methods such as participatory observation and semi-structured interviews to systematically investigate the"triple alienation"phenomenon and generation mechanism derived from its operation.The results show that,while the current rural public cultural services supported by the project system have achieved positive outcomes,there still exist the"triple alienation"phenomenon of"misalignment between supply and demand","polarization between the strong and the weak",and"separation between construction and management".The generation mechanism of this"triple alienation"originates from"mismatch between the top and the bottom"in project setting,the trap of"elite capture"in project allocation,and the deviation of"emphasizing formality over effectiveness"in project acceptance.Therefore,it is necessary to build a"three-dimensional equilibrium"development path for the project system,which consists of"supply-demand equilibrium"by responding to value demands through"accessible channels","strong-weak equilibrium"by optimizing resource distribution through"coordinated progress",and"construction-management equilibrium"by strengthening operation and maintenance management through"plural subject and long-term mechanism"to promote the quality improvement,efficiency enhancement,and precision and effectiveness for rural public cultural services.关键词
