From ecological capital to economic gain:impact of carbon sink forest project on rural residents'income in rural areas of China
摘要
Abstract
Based on panel data collected in 1 240 counties in China from 2000 to 2020,this paper considers the carbon sequestration forest project as a quasi natural experiment and uses a multi-temporal DID model to empirically evaluate the impact,heterogeneity,and mechanism of the policy on rural residents'income in China's county-level region.The results show that the carbon sequestration forest project increased the income of rural residents by 3.1%in counties where such projects were implemented,which remains robust after a series of robustness tests.Heterogeneity analysis found that the implementation of carbon sequestration forest projects has a more significant impact on the income increase of rural residents in southern and northern forest counties.Compared with CDM and VCS,the CCER carbon sequestration forest project is more conducive to promoting rural residents'income growth.Mechanism testing shows that optimizing industrial structure and alleviating credit constraints are important paths for the construction of carbon sequestration forest projects to promote income growth for rural residents in counties in China.It is accordingly recommended that local government departments and enterprises should effectively utilize the domestic carbon trading mechanism to solidly promote the implementation and construction of CCER carbon sequestration forest projects.Meanwhile,it is vital to implement regional differentiated carbon sequestration forest development strategies,and attach importance to the role of carbon sequestration forest projects in optimizing industrial structure and alleviating financing constraints,in order to accurately release the project's potential to increase income.关键词
