Review and prospects of Non-timber Forest-based Economy development over the past decade in China
摘要
Abstract
Marked by the Opinions of the General Office of the State Council on Accelerating the Development of Non-timber Forest-based Economy in 2012,the development of China's Non-timber Forest-based Economy(NTFBE)has gone through an extraordinary decade.Its evolution can be broadly divided into three stages:initial exploration,regulated development and quality-and-efficiency-oriented upgrading,marking a historic transition from a supplementary activity within the forestry sector to a major green industry.The NTFBE has become one of the four forestry pillar industries with an output value exceeding one trillion yuan in China.It has made substantial contributions to major national strategies,including poverty alleviation,implementation of all encompassing approach to food,and the promotion of comprehensive rural revitalization.The rapid development of the NTFBE over the past decade is attributed to the stimulation of industrial momentum through institutional reforms and mechanism innovations,the enhancement of production organization efficiency through diversified business models,the effective expansion of factor supply capacity by the financial service system,and the continuous release of industrial development potential by the benefit connection mechanism.During the 15th Five-Year Plan period,the NTFBE will encounter unprecedented development opportunities.It should take the"four-in-one"strategy of intelligence,greenness,integration and standardization as its strategic direction,and adopt the main framework of"empowerment and upgrading-ecological orientation-system construction-value enhancement".It is necessary to implement measures such as technological empowerment and innovation,ecological transformation and green development,resource integration and element fusion,and standard system and brand building,to promote NTFBE to a new stage of high-quality development.关键词
