Development prospects of socialized forestry services under the new round of collective forest tenure reform

Abstract
The new round of collective forest tenure reform,as a major measure in China's forestry property rights reform,has profoundly affected the allocation and utilization of forestry resources.With the deepening of the reform,the structural contradictions between"small farmers"and"large market",as well as between"small-scale production"and"large-scale industry"have become prominent,making forestry socialized services the key link in achieving an organic connection between small farmers and modern forestry development.The theoretical logic of its differentiation and evolution is manifested in a three-dimensional interactive mechanism.In the dimension of institutional change,the reform of"separation of three rights"clarifies property boundaries,reduces transaction costs in forest land transfers,and generates dual differentiation in the demand for high-end services for large-scale operators and basic services for small farmers.In the dimension of market development,price mechanisms guide production factors to converge toward high-end services such as carbon sink measurement and assessment,while cooperative organizations fill market failures in basic services through a"demand aggregation"model.In the dimension of stakeholder interaction,a dynamic coordination system of"government guidance-market dominance-cooperative supplementation"is formed.This paper points out that forestry socialized services are facing three major opportunities:policy drive,market upgrading and technological innovation,while also encountering four major challenges:structural mismatch between service supply and demand,lack of stakeholder coordination mechanism,lagging standardized regulation and insufficient digital capabilities.Suggestions for the development of forestry socialized services under the new context:construct a four-in-one innovation framework of"demand-oriented precise supply,diversified and collaborative governance model,standardized regulatory system,and digitally empowered service platform",resolve conflicts through a hierarchical and categorized supply mechanism,and rely on digital technology to enhance service accessibility.关键词
