Strategic positioning,practical challenges and implementation pathways for consolidating the forest grain reservoir during 15th Five-Year Plan period
摘要
Abstract
Chinese modernization is characterized by the harmonious coexistence between human and nature,in which practicing the Big Food Concept and strengthening the foundation of food security are inherent requirements.Based on the strategic deployment and development needs during the 15th Five-Year Plan period,this paper systematically analyzes the strategic positioning,practical challenges and implementation pathways for consolidating the forest grain reservoir.The forest grain reservoir is not only a strategic cornerstone for balancing the national supply and demand of grain and oil,but also a key pathway to align with the inherent requirements of upgraded healthy consumption and realize the synergistic efficiency of the forest"Four Reservoirs",thus boasting significant contemporary value.Currently,the construction of the forest grain reservoir faces multiple challenges,including insufficient synergy among the forest"Four Reservoirs",a low industrial level,lagging market systems and inadequate policy services,which hinder the full realization of its functions.Therefore,during the 15th Five-Year Plan period,efforts should be focused on strengthening the development foundation with the forest"Four Reservoirs"linkage as the hub,enhancing industrial value-added efficiency through whole-chain upgrades,unleashing value realization potential by improving the market system,and addressing development gaps with optimized policy services so as to systematically promote the high-quality development of the forest grain reservoir,injecting green momentum into building a diversified food supply system and advancing rural revitalization.关键词
