Mechanisms for Intelligence Products to Support National Legislative Decision-Making:Evidence from the U.S.-China Economic and Security Review Commission's Reports(2016-2025)

Abstract
[Purpose]By identifying the legislative promotion path of China-related intelligence products at the level of the U.S.Con-gress,this paper has an insight into how intelligence products affect the U.S.legislative action against China in advance,thus providing a guarantee for China to improve its national competitiveness and resilience.[Method]Drawing on multiple streams theory,this study u-ses the 44 policy recommendations submitted by the U.S.-China Economic and Security Review Commission(USCC)to Congress be-tween 2016 and 2025 as empirical cases.It employs fuzzy-set qualitative comparative analysis(fsQCA)to systematically examine the mechanism through which intelligence products support congressional legislation.[Result/Conclusion]High-support pathways rely pri-marily on effective problem framing and fall into three typical patterns:a"reduced-exposure,competition-response"centered on hard-power issues;an"ideational-legitimacy,competition-response"pathway that depends on professional validation in soft-power domains;and a"structural-alignment,competition-warning"pathway driven by U.S.national strategic imperatives.In contrast,low-support pathways either hinge solely on the political stream and serve symbolic political purposes,or fail to translate into legislative action when the policy stream is open but the political stream is closed.The study reveals the logic behind the United States pattern of"high-frequency re-sponse but short-term low-efficiency implementation"in China-related legislation,offering insights for developing a more scientific and strategically oriented national competitive intelligence system.关键词
