Research on Identifying the"Bottleneck"Risks of Critical Core Technologies from the Perspective of Geopolitical Relations

Abstract
[Purpose]The changes in geopolitical relationships are crucial factors contributing to the risk of"bottleneck"in key core tech-nologies.Incorporating geopolitical relationships into the identification of these risks provides more precise and targeted objectives for tech-nological breakthroughs,thereby supporting the achievement of high-level technological self-reliance and self-strengthening.[Method]By analyzing the connotations of key core technologies and their"bottleneck"risks,four attributes are identified:technological criticality,technological centrality,technological gap,and geopolitical relationship.Based on these attributes,a risk identification model for"bottle-neck"in key core technologies is proposed,which integrates a geopolitical relationship index derived from patent citation networks and an event influence model.[Result/Conclusion]Using biomass energy as the empirical research field,the study identified 29 key core tech-nology patent clusters and 14 medium to high"bottleneck"risk patent clusters from 38 441 patent data entries.The effectiveness and prac-ticality of the identification model were validated by comparing the results with relevant documents and the current state of industry devel-opment.The study reveals the significant role of geopolitical relationships in the development and application of technology.关键词
