Abstract
The coal mining industry in the Yellow River Basin faces dual pressures of water scarcity and ecological protection,necessitating a scientific evaluation of its high-quality development capacity.This paper innovatively constructs a three-dimensional aspects evaluation system encompassing"water resources carrying capacity,risk factors,and economic benefits,"and employs the Entropy Weight-TOPSIS method for comprehensive assessment.Taking typical coal mines in the Wuhai mining area as a case study,the evaluation results effectively distinguish the strengths and weaknesses of different mines,indicating that achieving high-quality development requires seeking a multi-dimensional balance among resource constraints,risk control,and economic returns.Based on the findings,key recommendations are proposed,including strengthening rigid constraints and refined management of water resources,enhancing basin-wide coordination,and elevating environmental standards and regulatory efficiency.These provide decision-making support for optimizing the layout and facilitating the green transformation of the coal mining industry in the Yellow River Basin.关键词
