摘要

Abstract

Driven by the"Double carbon"goal and energy security strategy,renewable energy has become the core force of China's energy transformation.However,large-scale development faces severe conflicts between the centralized wind and solar power stations and the ecological protection red lines and permanent basic farmland,also between the distributed photovoltaics and the urban space,agricultural land compatibility problems and other land resource constraints.The traditional project-oriented development model is out of touch with the land space use control system,resulting in low project landing efficiency and frequent spatial conflicts.Based on the new territorial spatial planning system of multi-planning integration,this paper systematically analyzes the root causes of the conflict between renewable energy land and territorial spatial planning by using the theories of literature research,case analysis and spatial analysis.From the three dimensions of planning system docking,technical method innovation and policy mechanism guarantee,this paper puts forward the specific path of integrating renewable energy land into the"Five-level and three-class"planning of territorial space,which is to clarify the strategic pattern of national planning,delimit suitable areas for municipal and county planning,control land plots for township planning,and establish a technical system for spatial suitability evaluation and cross-departmental coordination mechanism.
