Measures and Policy Recommendations for Optimizing the Acquisition Methods and Procedures of Renewable Energy Project Land Use
摘要
Abstract
Serving as the physical carrier for renewable energy projects,how to acquire land legally,compliantly,rationally and efficiently is a critical step in renewable energy project development.With the vigorous development of renewable energy projects in China,the issue of land use for renewable energy projects has become prominent and has become a key problem constraint on project development.This article analyzes the main problems existing in the land use of renewable energy projects,and proposes optimization paths such as establishing a major renewable energy project database,streamlining land approval processes,addressing competitive involution and local free-riding practices,and strengthening land approval management.Additionally,it also offers policy recommendations,including introducing a land type of"energy land",appropriately adjusting temporary land use durations for hydropower projects,and clarifying that permanent land use for renewable energy projects can be obtained through allocation.关键词
