Framework Design of China's Space Economic Satellite Account
摘要
Abstract
With the development of China's aerospace industry,the aerospace economy has grown into a new form and new driving force of the national economy.It is of great practical significance to conduct scientific calculation and statistical accounting for it.Based on a comparative analysis of the scope and data sources of the aerospace economic accounting of the Organization for Economic Co-operation and Development(OECD),the Satellite Industry Association(SIA),the Space Foundation,and the Science&Technology Policy Institute(STPI),this paper draws on relevant practical experiences from the U.S.Department of Commerce,then combines the characteristics and laws of China's aerospace economic development,and finally utilizes the satellite account model to study and design the framework of China's aerospace economic accounting.This framework encompasses a space econo-my industry classification comprising 3 major categories,23 medium categories,and 119 small categories;a space economy prod-uct classification consisting of 3 major categories,10 medium categories,and 30 small categories;core tables such as the space economic supply table,use table,employment table,and investment matrix table;as well as supplementary tables including the in-put-output table for small and medium-sized enterprises(SMEs)and the survey and statistics table for commercial space enter-prises.In addition,the access to the relevant data required by the framework and the"four-step"mechanism for the implementa-tion of the framework are also clarified.And thus,the paper provides decision-making reference for the construction of China's space economic satellite account and the improvement of the government's space governance capacity.关键词
