Government-guided Funds,Green Technology Innovation,and Strategic Emerging Industries Development

Abstract
As a crucial carrier for government involvement in industrial policy implementation,government-guided funds play a significant role in optimizing resource allocation,alleviating financing constraints,and promoting industrial upgrading by di-recting social capital to flow into strategic emerging industries.This paper selects the panel data from 30 provinces from 2010 to 2024 to empirically test the intrinsic relationship between government-guided funds,green technology innovation,and the devel-opment of strategic emerging industries,and also examines the moderating effect of local financial resources on the impact of gov-ernment-guided funds on strategic emerging industries.The research results go as below:Government-guided funds are condu-cive to promoting the development of strategic emerging industries,and this effect is more significant in areas with better business environments.Green technology innovation plays a significant intermediary role in the process of government-guided funds driv-ing strategic emerging industry development.Compared to incremental green technology innovation,disruptive green technology innovation has a stronger intermediary effect.The mediating effect of green technology innovation varies across different business environments,with a more significant impact on areas with better business environments.With the increase of local financial re-sources,the role of government-guided funds in promoting the development of strategic emerging industries has been strength-ened.The study provides empirical reference for expanding new driving forces for the development of strategic emerging industries.关键词
