Digital Government Construction and the Level of Intelligent Governance

Abstract
[Purpose/Significance]This research focuses on enhancing the intelligent governance level of the govern-ment as a key goal in digital government construction.This focus holds significant implications for promoting digital China development and achieving modernization of the national governance system and governance capacity.[Method/Process]Based on China's provincial panel data covering the period 2010-2023(apart from Xizang Autonomous Region,Hong Kong,Macao and Taiwan),this research constructed a metric for government intelligent governance.It adopted the Difference-in-Differences(DID)method to assess the impact of digital government construction on this metric.Furthermore,this research investigated the underlying mechanisms from the perspective of digital governance practices.[Result/Conclusion]The con-struction of digital government drives the development of government intelligent governance.It facilitates this development by promoting industrial structure upgrading,which consolidates the economic foundation and creates technological supply.Simultaneously,it expands citizens'demand for government services,creating a pressure mechanism for governance enhancement,which subsequently influences the government's inte-lligent governance capacity.This driving effect is more pronounced in regions with higher levels of digital government deve-lopment and higher artificial intelligence develop-ment,and shows a more significant positive impact in eastern China compared to central and western regions,where the impact is weaker or insignificant,indicating notable regional disparities.关键词
