Abstract
[Purpose/Significance]Analyzing the structural characteristics and formation mechanism of the community for open public data services from the perspective of social networks aids in understanding and grasping the network struc-tural characteristics and formation pathways of collaborative relationships among open public data platforms in different regions and at different levels.[Method/Process]This study constructed a collaborative relationship network of public data open service communities based on website hyperlink relationships among public data open platforms.The analysis first examined the overall structural characteristics of the network,focusing on network density,centralization,and connecti-vity patterns.It then identified and quantified the"core-periphery"structure to distinguish between structurally dominant platforms and peripheral actors.At the individual level,the study analyzed node position characteristics,including degree centrality,betweenness centrality,and structural hole occupancy,to reveal heterogeneity in platform roles within the net-work.On this basis,the study employed Exponential Random Graph Models(ERGMs)to explore the formation mecha-nisms of the collaborative network.The models incorporated both node-level attributes—such as service capacity,adminis-trative level,and provincial affiliation—and endogenous network structural effects,including reciprocity and transitivity,in order to assess how exogenous attributes and endogenous structural tendencies jointly shaped the observed network con-figuration.[Result/Conclusion]The results show that the collaborative relationship network of public data open service co-mmunities exhibits a multi-centered,diffusive structure at the global level,accompanied by a pronounced core-periphery pattern.A limited number of platforms occupy structurally central positions and connect multiple subgroups,while the majority of platforms remain at the periphery with relatively sparse connections.Platforms located in structural hole posi-tions play a pivotal role in bridging otherwise disconnected actors and significantly contribute to the formation,mainte-nance,and optimization of inter-platform collaborative relationships.From a formation perspective,the network reflects a dual mechanism driven by both exogenous and endogenous forces.Exogenously,platforms with stronger service capacity,higher administrative rank,and shared provincial administrative affiliation display a higher likelihood of establishing co-llaborative ties,indicating an external cumulative advantage effect rooted in institutional hierarchy and territorial proximity.Endogenously,reciprocity and transitivity exert significant positive effects,suggesting that mutual exchange and triadic clo-sure constitute important internal dynamics that reinforce network cohesion and stability.Overall,the findings indicate that the evolution of public data open service communities depends on the interaction between institutional attributes and self-organizing network processes.This study offers empirical evidence for understanding collaborative governance in public data openness and provides policy-relevant insights for optimizing network structure,strengthening inter-platform coordi-nation,and fostering a more resilient and inclusive public data open ecosystem.关键词
