创建国家儿童区域医疗中心的实践与探索
Practice and exploration of establishing a national children's regional medical center

Abstract
The construction of national regional medical centers is a crucial strategy during the"14th Five-Year Plan"period to promote the balanced layout of high-quality medical resources.Taking a hospital in Central and Southern China as the research object,this paper systematically reviews its realistic foundation,main dilemmas,and breakthrough paths in the process of striving to become a National Children's Regional Medical Center.The study finds that talent bottlenecks,insufficient research capabilities,and imperfect regional coordination mechanisms are the current core challenges.Meanwhile,insufficient policy sup-port and institutional alignment further exacerbate operational pressures and administrative difficulties.Issues such as the lack of substantial implementation of homogeneous management,delays in local fiscal guarantee policies,and severe shortages in admin-istrative grading and formal staffing quotas restrict the hospital's development and resource integration capabilities.Facing these challenges,the hospital has constructed a talent introduction and cultivation mechanism,strengthened discipline construction,and promoted medical consortium collaboration,initially forming a development model with demonstrative significance.This arti-cle summarizes a referenceable construction path,providing empirical experience and policy recommendations for the high-quality development of prefecture-level children's specialized hospitals.关键词
