基于激励监督模型的公众评价对森林康养服务供给效应研究
Research on the Effect of Public Evaluation on Forest Health Service Supply Based on Incentive-supervision Model

Abstract
Forest Health Therapy,as an emerging public service,relies on government procurement as a key mar-ket-oriented supply method.This paper aims to explore how to avoid market failures in the process of government purcha-sing public services,establish a public evaluation mechanism based on an incentive-supervision model,and verify the supply effect of Forest Health Therapy after the introduction of public evaluation.The results show that the government serves as the primary supervisory responsible party for the suppliers of such services,in the process of government pro-curement of forest health services.Public evaluation serves as an effective incentive to ensure the level of effort from the entrusted agents.Introducing public evaluation can moderately alleviate the government's supervisory burden regarding forest health services.Furthermore,the higher the degree of public participation,the higher the level of government su-pervision,and the greater the suppliers'supply capacity.Based on this,policy suggestions are put forward,including placing greater importance on public evaluation and enhancing public participation,improving suppliers'capabilities and reducing effort costs,improving the positive incentive mechanism and optimizing the government supervision system.关键词
