社会资本参与生态保护修复激励政策研究
Research on Incentive Policies for Social Capital Participation in Ecological Protection and Restoration

Abstract
At present,ecological protection and restoration work in China is facing significant funding gap,and social capital strength needs to be mobilized to participate. However,in practice,there are still a series of challenges and bottlenecks in the participation of social capital in ecological restoration.At present,the relevant researches in China mostly focus on theoretical exploration such as mechanisms and paths,and lack practical research.Taking Guangdong Province as an example,this paper combines data interpretation with investigations and interviews,and bases on the analysis of ecological restoration work priorities,social capital participation status and existing policy bottlenecks in Guangdong Province. Drawing reference from relevant case mechanisms in domestic and abroad,this paper encourages social capital participation,and put forward incentive policy suggestions in line with the actual situation of Guangdong Province:(1)Develop project planning,establish service platforms,and improve risk-sharing mechanisms across entry,production,and exit stages;(2)Formulate and implement targeted incentive policies for key areas,including mining,mangroves,and forests..关键词
