自然资源资产组合供应助力全域土地综合整治
Integrated Supply of Natural Resource Assets Facilitates Comprehensive Land Consolidation at the Regional Scale

Abstract
Based on the policy innovation of the"Integrated Supply of Natural Resource Assets"model,this paper systematically analyzes the internal path of this model empowering comprehensive land consolidation at the regional scale by combining cases from four cities in Guangdong Province,including Jiangmen,Foshan,Guangzhou and Meizhou.The research shows that integrating fragmented resources such as land,water bodies and ecology into comprehensive"asset packages"via the mechanism of"property right integration-function nesting"can effectively solve core problems including difficulties in resource integration and insufficient market-oriented financing,and promote the sustainable improvement of consolidation work.This study constructs a theoretical framework of"space-institution-value"and clarifies the value transformation chain of"resources-assets-capital-industry"through three stages, including resource identification and planning formulation, asset package design and financing arrangement, as well as consolidation implementation and long-term operation. Based on the regional characteristics of Guangdong Province, this paper puts forward distinctive asset package designs for four types of regions, including riverine fishery areas, coastal areas, mining areas and urban areas, and constructs a guarantee mechanism of "public welfare bundling" and "benefit feedback". This practice not only provides operable solutions for improving the efficiency of comprehensive land consolidation at the regional scale, but also contributes important Guangdong experience to optimizing territorial spatial governance and realizing the transformation of ecological value.关键词
