Decoupling for Ten Years:A Study on the Evaluation System of TACCs

Abstract
The decoupling reform that began in 2015 has brought new opportuni-ties for the standardized development of industry associations and chambers of commerce(TACCs).Today,although the reform has long achieved the established goal of"sep-aration of government and associations",there is still a lack of a relatively complete e-valuation system for the development status of TACCs in the post-decoupling era.This also makes TACCs still lack an observation tool as support when facing the problem of further deepening reform.In this regard,this study aims to construct a comprehensive evaluation system for the development vitality of TACCs,and apply it to the overall judgment of the current development of national TACCs.The article is divided into two parts.In the first part,this paper first constructs an evaluation index framework com-bined with the grounded theory,and preliminarily divides the development vitality of TACCs into 5 first-level indicators and 20 second-level indicators;on this basis,ac-cording to the Analytic Hierarchy Process,experts from different backgrounds are invi-ted to weight each indicator.From the perspective of the weight ranking of the indica-tors at all levels of the evaluation system,the weight of industry services is the highest,followed by party building,member management,industry contribution,and finally internal governance.The size ranking of the weight distribution also reflects that under the background of decoupling,TACCs,as an important link connecting the govern-ment and the market,play an important role in external service capabilities and political leadership.关键词
