Industry Associations Empowering the Development of New Productive Forces:Mechanisms,Practical Challenges and Implementation Paths

Abstract
The new productive forces are an advanced form of productive forces spawned by revolutionary technological breakthroughs,innovative allocation of produc-tion factors,and in-depth transformation and upgrading of industries.Industry associa-tions,with their dual attributes of"social nature"and"economics nature,"have a close connection with the new productive forces.Relying on their professional advanta-ges and industry-focused characteristics,industry associations play an important role in promoting the coordinated development of scientific and technological innovation and industrial upgrading.In empowering the development of new productive forces,indus-try associations also face many dilemmas and challenges:new challenges brought by service transformation and upgrading,the dilemma of positioning in the national inno-vation system,the risk of substitution by innovative science and technology social or-ganizations,and the crisis of their own survival and development in the post-decoupling era.Based on the above dilemmas and challenges,this paper puts forward path sugges-tions for industry associations to empower the development of new productive forces,including:reconstructing the service system and optimizing the value supply matrix a-dapted to the new productive forces;clarifying the main positioning and establishing the role of"collaborator in the national innovation system";strengthening comparative advantages and building a dual-drive development model of"industry governance+technology transformation";consolidating the foundation for survival and promoting the simultaneous improvement of capacity building and service efficiency.关键词
