Abstract

Since the concept of social enterprise was introduced to China,scholars and practitioner have actively constructed a localized identity for social enterprises and defined their roles in social governance.However,the status of social enterprises within Chinese multi-actor governance system remains relatively obscure.To advance the locali-zation of social enterprises and to leverage their value in social governance,this study explores the localization of social enterprises from the perspectives of China's informal institutions,specifically the Confucian concept of"Yi-Li"(righteousness and prof-it),and formal institutions,including the economic system and governance struc-ture.The research finds that social enterprises,viewed through the lens of the"Yi-Li"perspective,are not merely about balancing righteousness and profit.They adhere to the principle of prioritizing righteousness,using profit as a means to achieve righteousness,and opposing the pursuit of profit at the expense of righteousness or neglecting right-eousness for profit.When faced with irreconcilable conflicts between righteousness and profit,they choose to forsake profit in favor of righteousness.Against the backdrop of China's high-level economic system reform and the emphasis on market entities as gov-ernance actors,this study proposes leveraging this momentum to develop"market-en-tity social enterprises".Such social enterprises should be regarded as a distinct form of governance actor,alongside governmental organizations,social organizations,and business entities.This approach aims to highlight the"spirit of Yi-Li"of social enterpri-ses,enabling them to contribute significantly to individual development,common prosperity,rural revitalization,and the provision of high-quality public services.
