多维视域下县域医共体感染防控动态能力框架构建研究
Construction of a dynamic capability framework for infection prevention and control in county-level medical consortia from a multidimensional perspective

Abstract
Objective To construct a dynamic capability framework for infection prevention and control(IPC)in county-level medical consortia,providing theoretical support and practical guidance for systematically enhancing IPC capabilities in primary healthcare institutions.Methods Based on dynamic capability theory and literature review,this study focused on the characteristics of county-level medical consortia,such as their public welfare nature,multi-tiered structure,and fragmented resources,to develop a multidimensional dynamic capability framework for IPC.Results The study clearly defined the connotation of dynamic IPC capabilities in county-level medical consortia and constructed a conceptual framework comprising five dimensions:sensing capability,respon-ding capability,learning capability,improving capability,and coordinating capability.Practical pathways for ca-pability enhancement were proposed,including establishing intelligent monitoring and early warning platforms,creating experience-sharing networks,and improving tiered emergency response mechanisms.Conclusions By expanding the application scenarios of dynamic capabilities theory in the field of public health,this study provides a practical pathway for county-level medical consortia to transition from reactive to proactive infection prevention and control.关键词
