广州市基层医疗卫生人力资源配置公平性与效率研究
Equity and efficiency of human resource allocation in primary healthcare institutions of Guangzhou City

Abstract
Objective To analyze the equity and efficiency of human resource allocation in primary healthcare institutions of Guangzhou City in 2023,so as to provide references for carrying out allocation of health-care human resources to primary level.Methods Agglomeration degree was used to evaluate the equity,GIS was used to reveal the spatial distribution,and DEA model was used to evaluate the allocative efficiency.Results The results of agglomeration degree analysis showed that the equity of Yuexiu,Tianhe and Zengcheng districts was better,while that of Baiyun,Panyu and Nansha districts was worse,and there were regional differences in equity among districts of Haizhu,Huangpu,Huadu,Conghua and Liwan.Through GIS technology,it was found that the same resources in different regions or different resources in the same region presented different levels of spatial ag-glomeration.The results of DEA model analysis showed that Liwan District,Huangpu district and Zengcheng Dis-trict were DEA effective areas,Haizhu District,Tianhe District,Baiyun District and Nansha District were DEA weak effective areas,and Yuexiu District,Panyu District,Huadu District and Conghua District were DEA ineffec-tive areas.Conclusions The equity of human resource allocation in primary healthcare institutions of Guangzhou City is deficient,with inter-regional and intra-regional differences,and deployment efficiency needs to be im-proved,with redundant input and insufficient output,calling for comprehensive consideration of such human re-source allocation to primary level.关键词
