推动水经济发展的路径思考与对策建议
Pathways and countermeasures for promoting water economy development

Abstract
Economic and social development has always been closely intertwined with water.Based on the research logic of"current situation assessment,problem diagnosis,and pathway construction",this article comprehensively analyzed the development environment and practical foundation of the water economy in the context of realizing the value of ecological products.It further examined in depth the constraints and underlying contradictions affecting the development of the water economy.Grounded in the dual ecological and economic attributes of water resources,the article proposed five pathways for the integrated development of the entire industrial chain of water economy:water conservancy+agriculture,using dynamic water resources to nurture eco-enriching industries for rural prosperity;water conservancy+industry,leveraging high-quality water resources to develop high value-added water-related industries;water conservancy+the tertiary sector,integrating water with tourism to expand new scenarios for the water economy;water conservancy+digital technologies,empowering the water economy through digitalization to build a new ecosystem;water conservancy+finance,using green finance to support the long-term development of the water economy.It put forward reflections and srecommendations centered on establishing a water economy development governance system,optimizing the policy environment for water economy development,and cultivating markets for the water economy,so as to promote the high-quality development of the water economy toward efficient resource utilization,coordinated industrial upgrading,and deeper value transformation and to achieve its deep integration with major strategic goals such as water conservancy modernization,rural revitalization,and common prosperity.关键词
