Research on the Policy Space for High-quality Development of Professional Degree Graduate Education

Abstract
The high-quality development of professional degree graduate education serves as a crucial pillar for the implementation of innovation-driven and talent-strengthening strategies.Constructing a policy space with functions such as institutional design,resources integration,and strategic guidance is a vital engine to drive its high-quality development.Currently,professional degree graduate education faces multiple practical challenges in enrollment,cultivation,and degree awarding,including imbalances in scale structure and regional adaptability,insufficient resources flexibility and difficulties in institutional breakthroughs,as well as challenges in standard reconstruction and quality supervision.Based on social system theory,this study proposes a systematic response through the coordinated expansion of three policy spaces:establishing a data-driven and dynamically adaptive selection mechanism during enrollment;deepening collaborative education through industry-education integration and institutional innovation during cultivation;and reconstructing a quality closed-loop with standard iteration and multi-stakeholder collaboration during degree awarding.To ensure the effective implementation of these expansion pathways,a four-dimensional safeguard system encompassing policy actors,perspectives,contents,and monitoring is further constructed,forming a policy support system characterized by full-chain coordination from"enrollment—cultivation—degree awarding"and multi-layer governance linkage.关键词
