Transformation of Data Element Factor Market Governance Models to Enable New Productivity Development:Theoretical Logic and Response Paths
摘要
Abstract
The new quality productivity with its innovation,coordination,green,openness and sharing as core concepts for development,is a modern productivity which meets the new growth concepts.The standardized governance of the data element market contributes the development of new quality productive forces,which has been proved by the theoretical derivation and empirical evidence.But during the current stage,many constraints existing in manufacturing,application,circulation and distribution affect the effective governance of the data element market,and prevent meeting the goals of the new quality productive force development.Therefore,a transition in governance model is needed to improve the governance of the data element market.The transition includes efforts in:sticking to the quality efficiency development as goals,to the inclusive and cautious governance,to the multi-dimensional collaborative governance under the government,to improving in real practical phase a comprehensive and systematic governance of data elements in basic regulation rules,market supply,circulation,application and supervision,so as to promote the realization of the data element market governance in its empowerment to the new quality productivity development.关键词
