The Strategic Value,Core Focus,and Practical Pathways of"Investing in People"from the Perspective of Developing New Quality Productive Forces

Abstract
The development strategy of"investing in people",characterized by its broad vision,has acquired an expanded mission of driving innovation and transformation through talent investment under the background of burgeoning new quality productive forces.Its strategic value lies in continuously breaking through the bottleneck constraints in key core technologies by investing in the talent needed for the development of new quality productive forces,achieving breakthroughs in total factor productivity,and securing a strategic high ground in the global competition for talent.The core investment targets three key groups:pioneering innovative talents,versatile technical talents,and future-oriented reserve talents.These respectively address the talent needs for"from zero to one"innovation origination,for"from one to N"industrial implementation,and for"toward future N"power reserves in the development of new quality productive forces.The corresponding practical path should integrate the three dimensions of capital,resources,and opportunities,establishing a comprehensive system that stimulates talent innovation and supports the continuous emergence of new quality productive forces.This approach transforms human creativity into a core engine driving the development of new quality productive forces.关键词
