临时规划许可赋能低效空间:显性制度视角下空间价值增益路径探究
Empowering Low-Efficiency Spaces Through Interim Planning Permission:A Study on Spatial Value-Enhancement Pathways from the Perspective of Explicit Institutions

Abstract
As a flexible approach to planning,construction,and management,the in-terim planning permission emphasizes the transformation of underutilized spaces into vibrant ones as a means of realizing spatial value increment.Countries such as Ger-many and the Netherlands have incorporated temporary planning permission into nor-malized land planning management frameworks;however,it has yet to be widely ap-plied in the field of urban renewal in China.To address this gap,this study bal-ances the relationship between long-term planning control and short-term land use,and comprehensively analyzes existing regulations on temporary construction permis-sion alongside completed cases across China.Taking full account of current develop-ment demands as well as their associated risks and challenges,the research focuses on two specific application scenarios oriented towards livelihood security and indus-trial development,and proposes the construction of a"three-step"closed-loop man-agement mechanism comprising:demand matching and access refinement,process su-pervision and benefit feedback,and system integration and formalization.The aim is to create explicit and transparent options for urban renewal,enabling decision-makers to select appropriate approaches according to regional characteristics and the actual conditions of underutilized spaces,thereby effectively stimulating spatial value incre-ment.The study further prospects the integration of interim strategies into a"compli-ance"management system for urban renewal,with a view to further strengthening the leading role of planning.关键词
