Risk Manifestations and Justice Order Construction in the Distribution of Data Element Revenues under the Global Governance Initiative

Abstract
It is a significant theoretical innovation of China to incorporate data into revenue distribution as a factor of production.Under the backdrop of profound transformations in global governance,China's global governance initiative provides crucial guidance for advancing equitable data revenue distribution.This paper employs a threefold theoretical framework—data property rights separation,the data value chain,and distributive justice per-spectives—to examine the foundational property rights system,the factor-contribution orientation,and the humanistic ethical dimension of data revenue distribution.By systematically analyzing the dynamic mechanisms through which data value creation and integrated value increment drive digital eco-nomic growth,this paper constructs a"double helix"endogenous growth model propelled by data productivity and iterative knowledge innovation.It thereby elucidates how the evolution of data production modes and their ownership forms,coupled with the restructuring of global value chains,pro-foundly shapes patterns of distributive justice.However,it is equally imperative to guard against the risks stemming from distributive injustice in the digital era:the alienation of labor-capital relations under panoptic surveillance and data extraction by platforms;the algorithmic expropriation of user at-tention and the manipulation of cognitive frameworks;and the structural"core-periphery"imbalance in data sovereignty shaped by geopolitical competi-tion.Therefore,it is imperative to regulate and guide the sound development of data capital,foster a socialist trusted data ecosystem oriented towards benevolence,and accelerate the construction of China's independent intellectual system of data elements.Efforts should be strengthened to further safeguard the legitimate data rights and interests of platform workers,cultivate new forms of production relations compatible with advanced forms of data productivity,and enhance the government's guiding and regulatory functions in revenue distribution.These efforts will contribute Chinese wisdom and solutions to the global governance of the data ethics ecosystem.关键词
