Abstract
Improving the pension insurance system for flexible workers in the new forms of business and promoting their high-quality participation is an essential requirement for advancing Chinese-style modernization.Based on an analysis of the characteristics of flexible workers in China's emerging in-dustries and the challenges they face in participating in pension insurance,an adaptive pension insurance framework for flexible workers is proposed,grounded in complex adaptive system theory and the basic value objectives of social insurance systems.This framework consists of four interconnected,cyclically evolving key stages:subject activation,interactive recognition,collaborative response,and learning-based adaptation.To ensure the social pension insurance system continuously adapts to new forms of business,it is proposed to further refine the design rules of the pension system,enhance the system's risk perception capabilities,optimize the full-service process,and strengthen multi-party collaboration.The system should gradually offer a comprehensive adaptive pension insurance system to all flexible workers,covering contribution levels,benefit distribution methods,and platform de-duction mechanisms.The goal is to provide valuable insights for establishing a social security system covering the entire population and promoting the sustainable,high-quality development of the platform economy.关键词
