Resource analysis,core logic,and promotion strategies for the downward shift of quality higher vocational education resources to county areas

Abstract
The downward shift of quality higher vocational education resources to county areas is an important strategic choice to promote educational equity and empower county-level industrial upgrading.Based on Resource Dependence Theory,this paper systematically analyzes the resource foundation,core logic,and promotion strategies for the downward shift of quality higher vocational resources to county areas,providing theoretical support and practical guidance for optimizing the allocation of higher vocational education resources in counties and deepening the integration of industry and education.The study reveals the core logic of the transition from"resource dependence"to"resource symbiosis"between quality higher vocational institutions and county industries:Two-way dependence generates demand for deep cooperation,resource integration addresses talent gaps,two-way empowerment achieves value co-creation,and ultimately leads to collaborative high-quality development.The research proposes that promoting the effective downward shift of higher vocational resources should follow the basic strategies of"precisely selecting adaptation models,diversely constructing vocational education consortia,scientifically mapping industry landscapes,and improving top-level system design."Specifically,this involves selecting industry colleges,training bases,or integrated secondary-vocational and higher-vocational education models based on county industrial foundations;constructing county vocational education consortia with collaborative participation from government,higher vocational institutions,enterprises,and secondary vocational schools;arranging specialized industry-aligned program clusters based on industry mapping;and strengthening policy supply and long-term guarantee mechanisms to ensure that quality higher vocational resources can be"successfully shifted downward,stably retained,and effectively utilized."关键词
