教育强国视域下高等继续教育转型的动因、方向和路径
Drivers,Directions,and Paths for the Transformation of Higher Continuing Education from the Perspective of Building a Leading Country in Education

Abstract
From the perspective of the strategy to build a leading country in education,higher continuing education must transition from a dual-mod-ule structure of credential compensation and fragmented training to a model centered on the interaction between quality and competence,thereby forming a new paradigm for serving lifelong learning.Higher continuing education is entrusted with the new mission of driving individual lifelong development and empowering the economy and society.This transformation is manifested in three dimensions:shifting the empowerment objective from the provision of aca-demic credentials to holistic personal development;establishing excellence standards and brand credibility for quality assurance;and integrating into the national qualifications frameworks to build an open lifelong education ecosystem.The transformation of higher continuing education is driven jointly by ex-ternal environments and internal systems:externally,it is propelled by policy initiatives,economic demands,and technological catalysts;internally,it is confronted with crises of legitimacy,development,and functionality,which compel systemic reform.In terms of direction,the transformation entails a shift in value logic from"credential-oriented"to"learning outcome and competency-oriented";a shift in development logic from"scale-oriented"to"quali-ty-centered";a shift in systemic logic from"self-contained"to"collaborative and integrated";and a shift in model logic from"traditional face-to-face instruction"to"smart learning ecosystems".To achieve systemic transformation,a four-dimensional path is proposed,encompassing top-level design,core academic practices,technological empowerment,and governance innovation,with key measures including institutional supply and policy guidance,reform in education and teaching,smart education,and multi-stakeholder governance.关键词
